Lokayukta gets complaint on a�?6,000-acre land scam, ‘Land denotified and acquired at three times market value’

BANGALORE: In a complaint to the Lokayukta, Bangalore based businessman A. Alam Pasha has alleged that over 6,000 acres of land were acquired through fraudulent means by the KIADB in the Devanahalli Industrial Area during the last three years.

The land, which was acquired for a string of projects such as the IT Park, Hardware Technology Park, and Aerospace Park, also include property earmarked for allocation to companies that participated in the Global Investors Meet. The complaint, filed on August 24, 2011, alleges that the land was originally owned by the Government. The land was illegally denotified in favor of middlemen for powerful politicians and then acquired by the Karnataka Industrial Area Development Board for three times the market value, the complaint alleges.

In his complaint, he says that the former Chief Minister B.S. Yeddyurappa, who was the chairman, and Industries Minister Murugesh M. Nirani, who is the vice-chairman of the State High-Level Clearance Committee (SHLCC), are directly involved in the scam.
Speaking to The Hindu here on Wednesday, Mr. Pasha claimed that he had proof to back his allegations.
Lokayukta Shivaraj V. Patil confirmed the receipt of the complaint and described the allegations as a�?grave in nature”. He said that he has sent the file for scrutiny.

Quoting from his own case, Mr. Pasha said that his company, Pash Space International Ltd., was charged Rs. 1.85 crore per acre for its housing project by the KIADB, which purchased it at Rs. 75 lakh an acre from landowners. The a�?so-called farmersa�? from whom the land was purchased for the project are none other than the family members of certain Cabinet ministers, he alleged. a�?The original land value in those areas is nearly half of what was finally paid,a�?he said.

Mr. Pasha claimed that he has uncovered large-scale irregularities in the course of fighting for the success of his project, which is being “sabotaged by vested interests in the Governmenta�?. On April 2, The Hindu reported how Mr. Pashaa��s Rs. 600-crore project had been canceled on the basis of a forged letter. Somebody had forged his signature and company letterhead and written a letter to the Government stating that Pash Space International is not interested in going ahead with the Devanahalli project.
A few days after the April 2 report, the Government went back on its decision to cancel the land allotment and ordered an inquiry. But after the issue died down in the media, things went back to normal. a�?The investigation has gone nowhere and I have still not been formally handed over the land,a�? Mr. Pasha alleged. He is alleging that he has proof to indict Mr. Yeddyurappa and Mr. Nirani in not just the case of the forged letter but also in the land acquisition in Devanahalli.

Activist Alam Pasha fought the Amanat Cooperative Bank Elections for bringing justice to the poor.

The Amanat Cooperative bank was established in the year 1977 and today it has reached to such a state that it is unable to repay the deposit by the poor investors amounting to the hundreds of crores of rupees which was mishandled by few powerful politicians and Real estate builders. 1. We undertake to recover the liabilities caused by misappropriation of funds by the previous management during the last 10 years, the same defaulted amount can be collected and mobilized and utilized as capital, soon to get the licence by RBI after removing Section 3A and to regain the trust of the investors.
2. We will strive hard to return the public deposits so lacked by the present bank management by a sum of around Rs. 130 crores which will be returned gradually within 6 month to the aggrieved depositors.
3. The 110 employees who were removed forcefully from the Bank by the past management will be taken back to job. 165 employees were deceived by few ex ~ directors whose loan amount of several crores, misappropriated by the old management will be promptly rectified as per the procedures. The amount will be recovered from the benami accounts operated by the tricky ex-directors of the bank. Appointing 50 more RBD collectors afresh besides, taking back all the abandoned RBD collectors who will be absorbed to serve the bank.

4. The huge public deposits so mishandled by past directors in connivance with the ex-GM. Mr. Asad and others will be brought back and given to public with the help of the central, state agencies and obtaining the appropriate orders by the honourable courts.
5. Will strive to stabilise the healthy transactions of the Bank enormously soon after getting the RBI permission. We have strategies for providing loans to the weaker sections of people to the tune of Rs. 1000 crores every year with the strategic tie up with parent banking Central run institutions. Not just to depend on general public deposits as source for the needy.
6. Will bring back the Bank in ita��s Scheduled Bank category at the earliest by prompting to clear the huge liability, created by the old board.
7. Will establish 50 more branches of Amanat Bank in the state of Karnataka by availing the permission from RBI and open few branches in other Indian states, apart from UK, Dubai and Saudi Arabia, soon. Thus, around 2000 new employees may be absorbed into the jobs.
8. All the shareholders will be assured the dividend of 15% per annum after a span of 18 months.
We will assure the shareholders of the bank as we will stand by the commitment for a sound and healthy bank by releasing very soon each and every aggrieved investorsa�� money back to their homes.

Whistle blower, Social Activist Claims Cops Want Cash To Protect Him

Whistle blower Alam Pasha, who exposed the land scam pertaining to Global Investors’ Meet, says he has no faith in the police department.

After exposing Industries Minister Murugesh Nirani’s involvement in fabricating documents and grabbing 26 acres of land, Pasha, who was one among the group of businessmen which took part in the investors’ meet last year, filed a complaint against the minister with the Lokayukta. , Shortly after, he began receiving threats, and as the callers continued to mount the pressure, he approached the police for protection. However, a dismayed Pasha was asked to deposit a certain amount of money in return for protection.

Illegal gains

The complaint related to denotification and acquisition of land through fraudulent means, had named the minister (main accused), his brother H R Nirani and seven others. The special Lokayukta court handed over the probe to the Lokayukta police on October 24 and Lokayukta City Superintendent of Police Shivashankar will head investigations.

In his complaint with the special court, Pasha alleged that the minister had floated companies like MRN Sugars and Power Limited, Vijayashree Sugar and Power Private Limited, Sai Priya Sugars Limited, Shakti Steels and Power Industries Limited, Nirani Cements and Nirani Sugars.

He alleged that the companies have been allocated 1,580 acres at the Global Investors Meet though none of the companies were operational. These companies, according to Pasha, are also said to have raised a project loan of Rs 500 crore from different banks by showing inflated net worth.
‘Nirani is accused of de-notifying 20 acres at Hoovinayakanahalli, causing a loss of Rs 15 crore to the state exchequer and also charged with denotifying 150 acres at Kengelkempohalli, Averhalli, Chandhanavasahalli and other villages in the Dobbespet industrial area of Nelamangala taluk, near Tumkur.

This is believed to have caused a Rs 2OO-crore loss to the Karnataka Industrial Areas Development Board (KIADB), which had already spent a considerable amount of money on developing infrastructure in the area. “I began receiving serious threats asking me to keep my mouth shut, hence I approached the City Police Commissioners Office. But i am saddened by the fact that they are asking for money to protect me. i was fighting against the corrupt system in the interest of the public and to save the state exchequers. If Anna Hazare can be given protection. then even I am entitled to the same. Also, I even know where these threats villages in the Dobbespet industrial coming from,” Pasha said.

Senior advocate S Shankarappa of the Karnataka High Court said, “Any person who faces a threat to life is entitied to police protection and does not have to pay for it if he is working towards a public cause.
“In the case of Pasha, he has exposed a scam involving the government exchequer and corruption. He should be extended cover without any rules imposed.”
The threats have prompted Pasha to send his family members to a safe place in Tamil Nadu.

Encroachment of properties, Panel to probe Wakf land

The State Government has constituted a five-member panel to probe the complaints of the encroachment of WAKF properties in the state.

The panel headed by Subir Hari Singh, Additional Chief Secretary, and Development Commissioner. Other members include secretaries to the Departments of Revenue, Labour, Law, and Minorities Welfare.

The panel was formed has formed following a report on the Wakf Board land by the Karnataka State Minorities Commission to Chief Minister D.V. Sadananda Gowda last March.

The report had made serious observations and estimated losses at Rs. two lakh crore. The report had indicted several senior Congress leaders. MJ. Ali, General Secretar}r Karnataka Wakf Protection Joint Action Committee, has welcomed the decision and expressed his willingness to support the panel in the process of investigation.

Mr. Pasha, who is also an RTI activist, had exposed a massive land scam in the Global Investors’ Meet and filed two private complaints before the Lokayukta Court against Industries Minister Murugesh M. Nirani, the former Chief Minister B.S. Yeddyurappa and the former Minister Katta Subramanya Naidu, as well as several senior IAS officials.

Bigwigs charge-sheeted
One of the complaints pertaining to illegal denotification of land resulted in the filing of a charge sheet against Mr. Nirani, Mr. Yeddyurappa, and Mr. Naidu as well as other IAS officials. The Lokayukta police have registered an FIR against Mr. Nirani in the second case where Mr. Pasha had accused him of forgery and fraud.

Speaking to The Hindu after Friday evening’s attack, a rattled Mr. Pasha said: “I was driving to my house from Old Madras Road around 7 pm. I noticed three men on two motorcycles following me. I sped home and ran indoors. The motorcyclists tried to chase me as I ran. They then smashed the windscreen of my car that was parked outside and left after loudly revving their bikes for a few minutes.”

Powerful Enemies
Blaming the State government for the attack, he said that he had sought special police protection over a year ago as he had made several powerful enemies. “My daughters were followed and threatened in March 2012. Even then the State government did not provide me or my family with protection.”
The jurisdictional Deputy Commissioner of Police (DCP) had recommended to the State government he should be provided security. “But the government did not heed the recommendation of its own officer,” he said.

Asked who might be behind the attack, he shot back: “Isn’t that obvious?”
DCP (East) T.G. Krishna Bhatta said, “I have just been informed by the [police] inspector. I will investigate the matter.” However, jurisdictional police inspector D. Kumar told The Hindu: “He [Mr. Pasha] likes publicity. It seems like some accident.” A case has been registered.

Another KIADB Land Scam With Yeddy Link Surfaces

Former Chief Minister B S Yeddyurappa has been embroiled in yet another scam and this time, he along with Industries Minister Murugesh Nirani is accused of forging the signature of an industrialist to grab 26 acres of land. Industrialist Alam Pasha discovered the scam when he went to Karnataka Industrial Area Development Board (KIADB) office to check the delay in sanctioning land allotted to him.

He was shocked upon real- ising that someone has procured a fake letterhead and seal and also forged his signature requesting for cancellation of the land allotted to him.

Pasha filed a complaint with the Lokayukta _on September 2 against Karnataka Udyog Mitra of which then CM Yeddyurappa was the chairman and Nirani the vice chairman.

Pasha in his complaint suspected that the accused have not only cheated participants at the Global Investors meet. by denying them land for setting up industries, but were also involved in large-scale irregularities in the form of notification and denotification of land and sanctioning compensation to fake reception.

Loss multiplied?

The whole global investors meet is an eyewash and was held to benefit ministers kith and kin and their supporters through compensation packages, Alam said adding that this has not only denied opportunity to genuine investors but also incurred huge losses to the state exchequer.

Pasha who proposed to build 600 houses for the economically weaker section for a reasonable rate, had submitted the proposal through his company Pash Space International Private Limited.

In the last Global Investors Meet chaired by Yeddyurappa, Pasha’s project was approved and allotted 26 acres in Special Economic Zone near Devanahalli International Airport.

Overwhelmed with this, Pasha even signed an MOU with a multinational construction company to develop his project after GIM committee headed by Yeddyurappa in June 2010 announced land allotted to Pasha by issuing government order.

While Pasha approached the KlADB for getting possession of the land and for further formalities, the officials informed him that the land allotment has been canceled.

Upon verification Pasha found that the land was canceled following a request letter from him, stating that he was not interested in the project.

Fake letter

Pasha denied writing such a letter and said it was entirely fake. Meanwhile, the letter on his letterhead along with seal and signature had reached the committee on February 2 based on which the decision was taken. The irony is that the daemon was taken on January 20, which is a week before the letter reached the committee, Pasha said.

When Pasha contacted the KIADB seeking details, the offic1als admitted that it’s a forged letter and even the committee agreed to reverse the order.

Additional Director General of Police ( Lokayukta) J V Goankar said that he has to verify the case to know what progress has been made.
